Planning and executing Capital Projects

ALDICP plans and executes capital projects at Los Alamos National Laboratory with a focus on the plutonium pit production facilities for U.S. nuclear weapons. Working on more than 150 infrastructure projects across the Laboratory, ALDICP is modernizing our capabilities supporting the nuclear weapons, global security, science, and applied energy programs.

  • New Facilities

    Projects include new office buildings, light industrial-use facilities, and small laboratories. These can be modular constructed buildings fabricated offsite, stick build, or a combination. Scope includes design, foundation work, building construction, electrical, water and gas utilities and tie-ins, HVAC, telecommunications, access controls, fire protection/alarm and security.

  • Line-Item Projects

    Large line-item projects provide new mission enabling facilities. Projects include offices, training facilities, fabrication shops, and experimental facilities. Scope includes design and construction of the facility including foundation work, fabrication of the structure, and design/installation of the facility subsystems (HVAC, electrical, telecommunications, safety systems, access control, and other utilities).

  • D&D, Renovations

    Projects that upgrade and outfit portions of existing buildings may involve characterizing existing facilities for contamination and waste streams, decontamination and demolition, remediation of equipment and materials, and refurbishment of the vacant space including HVAC, electrical power, lighting, flooring, partitioning and equipment installation to meet facility requirements and resolve any code compliance issues.

  • Utility Upgrades

    Projects to replace existing utility systems include design and construction. Asbestos and beryllium contamination is expected, and remediation would be included in the project scope. Waste disposal including the equipment and site clean-up is included in the project scope.

  • Construction Managers

    Construction managers are responsible for the successful completion of all activities related to the construction of assigned Laboratory projects. Construction managers play an integral role in the formulation and adherence to construction policies and programs for assigned projects and contribute to the overall administration and technical direction, coordination, and direct line responsibilities for field construction. Construction managers maintain and ensure safety and security training, compliance, and make safety and security an integral part of every task.

  • Superintendents

    Superintendents are responsible for directing the sequence of work for multi-discipline, bargaining unit craft workers. They ensure that facility modifications continuously adhere to engineering designs, engineering document control, specifications, quality standards, schedules, material procurement, and budgets, and work closely with other managers. Superintendents support the investigation of abnormal events, incidents, and accidents to identify the root cause and assist in implementing appropriate corrective actions. They create and organize schedules for material, equipment, and personnel.

  • Startup Specialists

    The Startup and Commissioning Group (STUPCOMM) manages and executes the Lab’s commissioning process. STUPCOMM supports project stakeholders to conduct a systematic process of assuring by verification and documentation, from the project initiation phase through the transition to operations, that all facilities, equipment, and systems perform interactively in accordance with the design documentation and intent, and the owner’s operation requirements, including preparation of operations personnel.

  • Subcontract Technical Representatives

    The Subcontract Technical Representative (STR) is responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout. STRs implement construction, maintenance, or site services subcontract management and oversee and monitor performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements.

  • Project Managers

    Project managers with the Infrastructure and Capital Projects team strategically engage and collaborate with project owners, team members, and key stakeholders throughout the Laboratory to ensure that project development, planning, and execution comply with requirements and result in excellent project delivery. Project managers lead an Integrated Project Team (IPT) to conduct planning and execution activities including developing and documenting project scope, execution plan, schedule, and budget baselines, identify, assess, and manage project risks.

  • Project Control Managers

    Project controls managers are responsible for leading cost engineering, cost analysis/control, and planning/scheduling activities for a group, project, program, or for discipline/project/program/proposal estimating, or staff planning activities that require a high degree of technical skill and experience. Project controls managers direct analysis, cost control activities, and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Project controls managers direct the preparation and presentation of on-project estimates and cost forecasts, and support project or program organizational and administrative activities.

  • Project Specialist

    Project specialists facilitate and coordinate the field execution, preparatory, and/or planning activities on a project, or designated portions of a project. They plan and coordinate assignments on the project and ensure workers have access to the appropriate work locations. Project specialists research and evaluate information from subject matter experts and functional support groups (i.e., engineering or safety) regarding LANL policy, program requirements, industry practices or applicable regulatory changes affecting policies or programs, and recommend practical solutions to issues. They provide input to statement of work, schedules, procedures, integrated work control documents, project assumptions, and constraints related to project performance of field execution work.
