UCRP and the DOE

Is there language in the current [Laboratory operating] contract that gives the Department of Energy any legal standing to direct the disposition of our retirement assets that are in the University of California Retirement Plan? If not, it seems there is no legal basis for the language in the draft request for proposals that would direct the transfer of accrued assets from the UCRP to a new retirement plan.

Please answer before the comment period on the draft RFP expires.
