Emergency management radios

It used to be once upon a time that group offices got emergency management radios to receive emergency messages from the emergency management team and pass the messages on to employees. This was a good way of keeping informed about road closures due to accidents before people started driving home or toward the scene of the accidents. Why is it that we don't get them anymore? Because some don't read their e-mail messages right away, we end up being stuck in traffic going home. Some are in such a hurry to get home that they pass you flying and that is why accidents happen.
