Security post operations changing for Lab holidays

Pajarito Road access to change in new year

Some security posts in the Technical Area 3 vicinity are changing operations during the Laboratory closure beginning Dec. 23 and continuing through Jan. 2, 2005.

The hours of operations for these security posts will be 3:30 p.m., Dec. 23 through 6 a.m., Monday, Jan. 3, 2005, the first work day of the new year.

As part of the change in security post operations, a temporary access control post will be established on Diamond Drive near the Laboratory Data Communications Center (LDCC) at TA-3. Motorists who don't have a badge won't have access through this temporary access control post and will have to use East Jemez Road (the truck route) or an alternate route, said Mike Grimler of Security Support (S-5).

The west Pajarito Road Security Condition posts near TA-64 won't be staffed and personnel will be shifted to Diamond Drive. Motorists will be able to drive through the west Pajarito Road SECON post near TA-64 without stopping. Barrier arms will remain up and red CLOSED electronic signs lit. There may be a short period when the security post on the west end of Pajarito Road will be staffed by Protection Technology Los Alamos personnel. Lab workers are reminded that when these posts are staffed they are required to stop for a security check. Staffed lanes will be designated by the lighted green OPEN signs and raised barrier arms.

Also, at about 6 p.m., Dec. 23, SECON Post 9 at TA-3 on Bikini Atoll Road won't be staffed and access will be blocked. The red CLOSED electronic sign will remain lit.

The SECON Post 1 at TA-3, adjacent to the machine shops building (SM-39) on Pajarito Road also won't be staffed. The swing gate will remain open and motorists can drive through the post, but the red CLOSED electronic sign will remain lit.

Motorists are reminded to stop for a badge and ID check at the temporary Diamond Drive access control post or at other open/operating/staffed SECON and limited security area posts. Motorists also should drive safely through open lanes at security posts and be aware of pedestrians, bicyclists and potential adverse weather conditions.

Motorists do not have to stop at SECON post locations where barrier arms are up or swing gates are open and red CLOSED signs are lit.

Grimler said that during the Laboratory closure, only those Laboratory personnel who present a valid Laboratory/DOE security badge and are on a special access listing provided to Security and Safeguards (S) Division in advance by Laboratory associate directors will be allowed onsite and to pass through staffed SECON posts. The badge/list requirement will apply to all motorists, including passengers in vehicles, motorcyclists, pedestrians and bicyclists. "Vouching" will not be allowed, Grimler said.

Emergency Management and Response (EM&R) personnel, S-Division representatives and protective force members are authorized to challenge the identification of anyone on Laboratory property during the holiday closure. Individuals who may be stopped on Lab property must provide a valid Laboratory/DOE security badge upon demand by EM&R personnel, protective force members or S-Division representatives. Protective force personnel will confirm that the person with the badge is also on the special access list. Security incident reports will be completed by the protective force if it is determined that personnel are on Lab property without valid security badges and access list authorization.

Laboratory staff also will see changes to access on Pajarito Road on Jan. 3, 2005 when the Lab opens, said Grimler. There will be restricted access beyond the two SECON access control posts on Pajarito Road. At least one person in all vehicles must possess a valid Laboratory/DOE security badge. All other occupants over the age of 18 must possess either a valid Laboratory/DOE security badge or valid photo ID.

"Vouching" for occupants over the age of 18 who do not have either a valid Laboratory/DOE security badge or valid photo ID will no longer be allowed. However, vehicle occupants under the age of 18 may be vouched for. Emergency access beyond SECON posts on Pajarito Road for those in vehicles over the age of 18 and not possessing valid Laboratory/DOE security badges and valid ID may be allowed on a case-by-case basis.

Grimler reminded Lab workers that all Laboratory/DOE badges or valid photo identifications must be touched by a protective force member when stopped at a security post.
