Red Lock Lockout/Tagout LIR major changes and phased implementation expectations

LIR 402-860-01, Lockout/Tagout for Personal Safety, has been revised to incorporate requirements from the Department of Energy Order 5480.19, Conduct of Operations for DOE Facilities, and recommended changes from a 2002 self-assessment of the Laboratory's Lockout/Tagout program. The revised LIR includes major changes that require a phased implementation and must be fully implemented by Aug. 2, 2004. This notice, which is being released concurrently with the revised LIR, summarizes the major changes (refer to the LIR for additional information) and provides the requirements and phased implementation expectations.
