New escort logging procedures for Administration Building, nearby areas

New requirements for escorting uncleared U.S. citizens into limited security areas that go into effect today call for the organization hosting the visit to maintain a log of their visits. But some limited security areas, like the areas in Facility Management Unit three, the main administrative areas of Technical Area 3, presented such a complicated mix of organizations, that a solution that could work for buildings occupied by numerous divisions was needed.

What was devised is an online log that is available today to any organization escorting a visit into FMU-3 by an uncleared U.S. citizen, an uncleared Laboratory employee who is a U.S. citizen or a cleared U.S. citizen who does not need access to classifed matter.

Anyone hosting a visit to limited security areas in FMU-3 will be expected to use the new logging form called the "SM-43 Limited Area Complex U.S. Citizens Escort Log" available at http://int.lanl.gov/security/personnel/escort/sm43/ online. The system consists of several required and optional fields that are to be filled out either shortly prior to or just after the visit. "There is no requirement that the log be filled out before the visit," said Ken Collins, Senior Security Advisor for Strategic Research Directorate. "But it should be completed in a timely manner."

The logging form web site, which requires cryptocard authentication, is designed to help the user in filling out the form properly. If required fields are left blank, the system will prompt the user to go back and check the fields that are missing. The program also includes an e-mail address, escort_log@lanl.gov, where questions and comments can be made. What programmers are looking for, according to Collins, are constructive ideas, simple things that can make the tool easier to use.

"We're very hopeful that users of the system will find it easy and simple to use," said Collins. "However, in these first days, we hope that people remember that it is a work in progress and that we will probably encounter some bumps along the way. The goal, once this database transitions into the Enterprise Project and is proven successful in the FMU-3 area, is that it may be expanded Lab-wide." Within the next few weeks a query function will be built for the database so that organizations can gather information about their escorting activities over a period of time.

New requirements for escorting U.S. citizens

New requirements for escorting U.S. citizens into Limited Security Areas at the Laboratory go into effect today. These requirements include uncleared employees, uncleared visitors and cleared visitors who do not need classified access. This also includes Limited (L) clearance holders visiting Q-only security areas. This applies to U.S. citizen visits only, it does not effect the requirements for foreign visits.

The form 1812 will no longer be required. Replacing the 1812 will be a logging system that will be maintained by the organization being visited.

PTLA personnel will no longer be involved in logging of visitors into Limited Security Areas, but will continue to log visitors into Exclusion Areas, Protected Areas, Material Access Areas and Sensitive Compartmentalized Information Facilities.
