IG report on allowable, unallowable costs online

As a public service to Laboratory employees, the following link is to the full Department of Energy Inspector General report on allowable and unallowable costs. The link can be found at http://www.ig.doe.gov/igreports.htm#cal2003 online. (Adobe Acrobat Reader required)

Interim Laboratory Director Pete Nanos recently received an electronic mail message from a Lab employee regarding this report. The Lab employee asked why no information was given regarding the Performance Award section of the DOE IG report other than the statement that both the University of California and the Laboratory agreed with the finding.

That section of the IG report questioned $53,247 of $2,190,229 paid in awards under the Contract Worker Award Program and employee morale fund activities from 2000 through 2002. The IG found that the Laboratory had exceeded the allowed amounts under the Contract Worker Award Program by $50,247 during that period. The IG also found that $3,000 was used to pay individual cash awards to four employees under the morale fund in 2002, even though that program expressly prohibits paying individual cash awards.

The IG questioned a total of $53,247 under the two programs in that portion of its report; the University and the Laboratory agreed those costs should be unallowable.
