


Laboratory creates Small Business Program
External Review committee
Laboratory Director John Browne today announced the formation of a Small Business Program External Review committee to review and assess the Small Business Program Office at the Laboratory.
The committee will make recommendations to the Laboratory regarding the quality of the program and its effectiveness in meeting Department of Energy and business community expectations.
"The committee will advise me on which initiatives are
effective and which we need to develop or improve," said
Browne. "It is important for us to understand the views of
business leaders and be aware of practices or activities that
may need improvement so that we create the best possible opportunities
for small businesses to participate in Laboratory procurements,"
said Browne.
The committee's charter includes advising the Laboratory on the
effectiveness of its procurement policies and procedures as well
as Laboratory actions needed to improve its relationship with
the business community.
"I want a diverse and well-qualified group to review the many areas of our small business program," Browne said. "What we do at the Laboratory impacts not only the small business person, but also has an affect on many segments of the community. I want to ensure they all are represented in this assessment," added Browne.
The committee will be composed of eight business and regional community leaders and chaired by Anna Muller, president of NEDA Business Consultants and a well-known small business advocate. The vice chairperson will be former New Mexico Gov. Toney Anaya, president of the Anaya Law Firm.
Also serving on the Small Business Program External Review committee are Perry Martinez, former governor of San Ildefonso Pueblo; Lillian Montoya-Rael, executive director, Regional Development Corp.; Priscilla Trujillo, vice president, Northern New Mexico Community College in Española; Kevin Holsapple, co-director, Los Alamos Commerce and Development Corp.; J.R. Trujillo, president, Northern New Mexico Supplier Alliance and president of Quic Fix, Española; and Leo Miranda, a business consultant from Albuquerque.
It is expected that the committee's assignment will be completed by April 30. The report will include findings and recommendations.

Lab resolves inventory discrepancy
The Lab received numerous media inqueries Tuesday regarding an inventory discrepancy that had been reported to the Department of Energy in full compliance with reporting requirements. The discrepancy was resolved by close of business Tuesday.
In statements to the media regarding this matter, the Laboratory noted that the Nuclear Materials Technology (NMT) Division was conducting a 100 percent inventory of all removable electronic media located in its security areas. That inventory - performed as part of the division's periodic reviews of all classified materials and information - identified some minor discrepancies with previous inventories. Specifically, one individual could not immediately locate a computer disk. The disk was subsequently located in the possession of another staff member and had been properly secured at all times. Los Alamos officials had expected to find the disk in the process of completing the inventory.
The inventory of all removable media, whether in use or not, is in keeping with the Laboratory's Accountability Requirements for Classified Removable Electronic Media, implemented in February 2001.

The January issue of the Laboratory Connection has been published. It is being distributed to community leaders in Northern New Mexico. The newsletter -- it is published by the Community Relations Office (CRO) and Information Management Division (IM) with editorial support from Public Affairs (PA) -- is designed to enhance community understanding of Laboratory programs, community activities and initiatives, business and educational opportunities.
This issue contains an article on the Ombuds Office's Program for Small Business concerns that is designed to assist businesses that work with the Lab. The program offers informal, confidential and impartial dispute-resolution assistance in the areas of technology transfer, procurement, vendors and other community related issues. There also is an article on how Laboratory staff members can use services available to help recruit new technical staff members to the Lab.
The January issue contains an article highlighting the American Indian Science and Engineering Society 2001 National Conference in Albuquerque. Nearly 1,000 college students participated in workshops, a trade fair, pow wow and traditional dinner.
Also in this issue are articles on the recently completed United Way and Holiday drives at the Lab, the Institutional Biosafety Committee's role in approving work involving biohazards and a portable instrument that uses a laser to analyze the amount of carbon in soils.

Laboratory calibration program for nuclear facilities
In developing the fiscal year 2001 Appendix F Performance Measures, staff from the National Nuclear Security Administration, the office of Los Alamos Site Operations and the Laboratory's Office of Authorization Basis (FWO-OAB) negotiated a set of activities to improve the implementation of Technical Safety Requirements.

Small businesses showcase products, services at Otowi Building

and local vendor agreements with the Lab, as well as Northern
New Mexico businesses who don't have contracts but are interested
