New PADGS associate director for Threat Identification and Response named
October 12, 2010—Scott Gibbs has been named associate director for Threat Identification and Response, a newly created position within the Global Security Principal Associate Directorate.
Effective November 1, Gibbs reports to William S. Rees, Jr., principal associate director for Global Security (PADGS).

Scott’s breadth of experience and leadership complements this crucial new job,” said Rees. “In diverse leadership roles over nearly two decades, Scott has demonstrated a thorough understanding of the technical side, and he knows how to lead people effectively. I also would like to thank Evelyn Mullen for her dedicated leadership as deputy PADGS for line management.”
In his new role, Gibbs will supervise Global Security’s four line divisions: Decision Applications, International & Applied Technology, International Space and Response, and Nuclear Nonproliferation.
Laboratory experience
Gibbs joined the Laboratory in 1985, serving most recently as the Laboratory’s associate director for Engineering and Engineering Sciences (ADE) since its formation in June 2006.
His LANL experience includes overseeing multiple divisions, the Lab’s support-services contractor, and the protective force contractor. In successive stints between 2001 and 2006, Gibbs was deputy associate director of Operations, Security and Safeguards Division leader, acting associate director for Operations, and, through May 2006, acting associate director for Security & Facility Operations.
Starting in 1993, Gibbs oversaw LANL’s nuclear weapons component manufacturing program and directed the Lab’s war-reserve production activities through most of 2001. Those efforts earned two Awards of Excellence for program management from the Department of Energy. In addition, Gibbs has earned a special National Nuclear Security Administration award for leadership in security programs.
The acting associate director for the engineering directorate will be Paul Wantuck, currently deputy associate director of ADE, reporting to Terry Wallace, principal associate director for Science, Technology, and Engineering (PADSTE).
