LOS ALAMOS, N.M., Jan. 24, 2002 -- Los Alamos National Laboratory Director John Browne today announced his selection of Richard A. Marquez as the Laboratory’s Associate Director for Administration.

“Rich has extensive experience dealing with the federal government, so he has great understanding of national perspectives, but his roots in southern Colorado and long-time residency in New Mexico mean he also understands our important regional issues,” Browne said. “Based on Rich’s track record of successes in business operations and regional involvement I expect him to make invaluable contributions to our overall efforts toward integrated management, improved efficiencies in our programmatic accomplishments and being the best corporate neighbor we can be.”

“Virtually all of my career has been devoted to accomplishing program missions in support of strong national security and I am enthusiastic about contributing as a member of Director Browne’s management team to the success of Los Alamos’ mission,” Marquez said.

Marquez’s achievements while leading business and administrative functions at the Department of Energy’s Albuquerque Operations Office included a variety of awards for innovative management approaches, modernizing business practices, workplace enhancements, and championing inclusion of small and minority businesses in federal procurement programs. ALO won four consecutive DOE Secretarial awards for accomplishing socioeconomic objectives in procurement under Marquez’s leadership.

“The directions and expectations Director Browne has laid out for the Laboratory – teamwork, accountability and a commitment to delivering products on time and within budget – align with my personal and professional objectives. The term ‘integrated management’ implies teamwork, and that has always been my forte,” Marquez added.

Marquez was born and raised in Southwestern Colorado and received his bachelor’s degree from Colorado State University in 1974. He has been a New Mexico resident since 1974, earning a law degree from the University of New Mexico in 1977.

Marquez worked 18 years at the DOE/NNSA Albuquerque Operations Office, starting as an attorney in ALO’s legal office and rising to the position of Assistant Manager for Management and Administration. As assistant manager Marquez was responsible for business operations, administrative support and budget planning and execution for all the programs and projects assigned to ALO, totaling some $4 billion in activity. His responsibilities required extensive interaction with Los Alamos and the University of California on a variety of management and operational issues.

Marquez also was the first director of ALO’s Office of Intergovernmental and External Affairs, responsible for interactions with various levels of federal, state and local officials, stakeholder and advocacy organizations, and the general public.

In the private sector, Marquez has worked most recently as the deputy director for operations for a local office of national engineering firm Burns and Roe Enterprises, Inc., managing its contract for the Accelerator Production of Tritium project and overseeing the work product of upward of 100 engineers and other professionals. He also was an attorney in a general practice law firm and managed his own private business and marketing consulting firm.

Marquez’s career accomplishments include a number of significant awards and other recognitions, including the Presidential Rank Award for Meritorious Service, the Hammer Award for Reinventing Government, the President Management Council’s “Best Practices” award, and DOE’s Cultural Diversity Award.

Los Alamos’ Administration Directorate comprises the Laboratory’s Business Operations, Communications and External Relations, Human Resources, and Information Management divisions, as well as the offices of the Audits and Assessments, Diversity, Equal Opportunity, Ombuds, Quality Improvement and Laboratory Counsel.

Marquez is scheduled to begin his new position Feb. 4, pending final approval by the University of California Board of Regents.

Los Alamos National Laboratory is operated by the University of California for the National Nuclear Security Administration (NNSA) of the U.S. Department of Energy and works in partnership with NNSA's Sandia and Lawrence Livermore national laboratories to support NNSA in its mission.

Los Alamos enhances global security by ensuring the safety and reliability of the U.S. nuclear weapons stockpile, developing technical solutions to reduce the threat of weapons of mass destruction and solving problems related to energy, environment, infrastructure, health and national security concerns.
