Mah to lead UC competition preparation for Laboratory

During this week's Senior Executive Team Retreat, S. Robert Foley, University of California vice president for laboratory management announced that Rich Mah, associate director for weapons engineering and manufacturing (ADWEM), will be the university's acquisition manager for the Laboratory's contract competition preparations.

The acquisition manager is dedicated to the overall procurement effort, including acquisition planning, pre-proposal and proposal preparation. The acquisition manager works in partnership with the proposal manager and other team members and partners to develop and implement a strategy for winning a contract. The acquisition manager also will marshal the technical resources from within the Lab to write the proposal, and will develop and manage the budget of this effort.

"Rich is an excellent leader and will be a tremendous asset to the university and an excellent resource for the Laboratory as we prepare for the competition," Foley said.

While the UC Board of Regents has not yet made a final decision regarding participation in the competition, the university is preparing as if it will compete. The regents are expected to make a decision following a review of the Department of Energy's request for proposal.

Mah will provide leadership to the competition team in the proposal preparations and throughout the competition process. As this will be a full-time assignment for Mah during this process, he will take a leave of absence from his position at the Laboratory once additional information regarding the competition timeline is known. Mah's salary will be paid out of UC's earned-fee funds, which have been allocated for the proposal preparation. These are non-Laboratory funds and do not come out of the university's general funds provided by the state, students or endowers for its campuses.
