Pabian to speak on benefits of exploitation of open-source imageryJuly 7, 2008
Frank Pabian of International Research, Analysis, and Technology Development (IAT-1), will discuss how intelligence analysts can exploit commercially available, open-source imagery during an unclassified talk this morning in the Physics Building Auditorium.
The talk is at 10 a.m. and is geared toward Laboratory students but also open to all badge holders. Pabian, a senior imagery analyst, will provide an overview of the history of U.S. satellite-based reconnaissance, as has been publicly revealed by the U.S. government to date. He’ll also discuss the evolutionary and revolutionary role that commercial satellite imagery is now playing on the international stage in promoting greater global transparency. This open-source information has helped, and will continue to help detect and monitor undeclared unconventional weapons-related facilities and activities. Pabian has more than 35 years experience in the nuclear nonproliferation field, including six years with the Office of Imagery Analysis and 18 years with Lawrence Livermore National Laboratory's "Z" Division. He also served as a chief inspector for the International Atomic Energy Agency (IAEA) during United Nations inspections in Iraq from 1996-1998. In December 2002, Pabian was one of the first U.S. nuclear inspectors to go back into Iraq under the auspices of the UN and IAEA. While at Los Alamos, Pabian developed and presented commercial satellite imagery based briefings on foreign clandestine nuclear facilities to the International Nuclear Suppliers Group, the IAEA, NATO, and the Foreign Ministries of China and India on behalf of the National Nuclear Security Administration and the State Department.
