Sampling Implementation Plan (SIP)

The objective of the SIP process is to review all available Site information (current and historical) and field conditions to determine appropriate Site monitoring constituents and representative Site Monitoring Area (SMA) locations. The SIP process stems from the comments provided by Los Alamos National Security, LLC, and the U.S. Department of Energy (DOE) (the Permittees) and the New Mexico Environment Department–Surface Water Quality Bureau (NMED-SWQB), in response to the March 2015 draft Individual Permit (IP) issued by the U.S. Environmental Protection Agency (EPA).

Site information under the SIP includes, but is not limited to, Site-related soil and storm water sampling data, engineering drawings, and environmental investigation information such as memos, narratives, and any other information pertaining to the use and release of industrial materials at the Site. Site information reviews and field visits occur in coordination with the Permittees, the NMED-SWQB, NMED DOE Oversight Bureau staff, and most recently, EPA Region 6. These Site reviews are part of a defined process in which all members of the SIP team review the same information and discuss the information during the field visits to determine the most representative SMA location.

The SIP information posted on this webpage is organized by watershed to match the organizational structure of the volumes of the Site Discharge Pollution Prevention Plan (SDPPP). Under each watershed/volume, the SMA is listed and followed by associated Site(s). For Sites that have been reviewed using the SIP process, the resulting Site/SMA map is provided. This map shows the Site location, current SMA location, new SMA location (if applicable), and/or additional monitoring location (if applicable), with signatures to reflect agreement between NMED-SWQB and the Permittees.
